Missouri rewards specificity about municipality more than almost any state, because the municipalities are unusually numerous and unusually small. A business that names Webster Groves, Kirkwood, Clayton and Ballwin competes in four sets of results that a competitor claiming St. Louis is not really competing in at all. St. Louis has not been part of any county since 1876. It is an independent city that functions as both city and county, and next to it sits St. Louis County containing 88 separate municipalities — nineteen of them with fewer than a thousand residents, another thirty-one with fewer than five thousand. Across the wider region that adds up to more than a hundred local governments, ninety-odd municipalities and dozens of separate municipal courts.
For a service business this is not trivia. A customer with a "St. Louis" address may be in the independent city, or in Clayton, Kirkwood, Florissant, Chesterfield, Maplewood or any of eighty-odd others, each with its own government and its own permitting and licensing arrangements. The mailing address does not tell you which, and neither does the customer.
Missouri also puts its two major metros at opposite corners of the state. Kansas City and St. Louis are roughly 250 miles apart and share no search results whatsoever, with Springfield and Columbia as separate markets between them. A statewide campaign in Missouri is four campaigns pretending to be one.
Get the municipality right, in your listings and in your pages
Start with your own address. Use the municipality as it appears on your registration and permits rather than the postal city, and keep it identical everywhere. In a region with this much fragmentation, "St. Louis, MO" on one listing and "Maplewood, MO" on another is a genuine inconsistency for Google to reconcile even though both are locally correct, and it is one of the more common NAP problems in this market.
Then use the fragmentation. Because the municipalities are small and numerous, the searches attached to them are low-competition and largely unclaimed. A business that builds pages for the twelve or fifteen municipalities it actually serves is competing in a dozen sets of results where competitors have one page claiming St. Louis. This is the same insight that makes Connecticut work, arriving through county fragmentation rather than through a small state.
Keep the two metros separate. Nothing about ranking in Kansas City helps you in St. Louis, and the reverse is equally true. If you serve both, budget them as two campaigns; if you serve one, spend the whole budget on the municipalities inside it.
