Arizona businesses tend to make one of two mistakes: claiming the entire valley on a single page, or restricting themselves to their home city when they are licensed in several. Both leave money on the table, and the city license list is the cheapest available guide to which municipalities deserve a page.
The metro is spread out rather than dense, which changes what wins. Where a searcher has fewer qualifying businesses genuinely nearby, proximity narrows the field less aggressively and review count and profile completeness carry more of the weight. Arizona has a licensing structure that mirrors how local search actually works, and most businesses here miss the parallel. A business selling a product or a taxable service generally needs a transaction privilege tax license from the Arizona Department of Revenue, plus a license from each city or town in which it has a base or an operation. Cities charge separately, and businesses with multiple locations can either license each one or file a consolidated license.
That per-city structure is unusual, and it produces something useful: a documented, verifiable record of exactly which municipalities you legitimately do business in. Very few businesses in any state can point to that. In Arizona it comes with the tax registration.
The alignment is the opportunity. The cities you are licensed in are the cities you should be building pages for, naming in your profile description, and prioritizing for citations. Marketing beyond them is speculative, and marketing inside them is backed by a public record.

Build a page for each municipality where you hold a license and can genuinely service work, name that municipality in the page and in the relevant profile fields, and keep your business name and address identical to the registration. That last point matters because tax registration is a public record Google can reconcile your listings against.
